In America today, the legal income of a public employee consists of a salary. But even a century ago, the law often stipulated that officials should make money on a profit-seeking basis. The Prosecutor has received a fee for each convict.

Tax collectors received a percentage of each evasion detection. Navy officers took a reward for each sinking ship.

Similarly, many other officers were pushed for "performance". This book is the first to document the US government's past for profit, to discover how to look at the relationship of profit-seeking responsibility with citizens, and to explain how legislators ultimately eliminate the profit motive for the salary that has transformed this relationship forever.
