This book is a collection of eight articles on politics and defense written over the past quarter century. What unites them in particular is the distinction between military and police use (or punitive) use of force and their respective inclusions to maintain moderate political practices and skills in the use of armed force. The various articles illustrate these conceptual points by examining the Cuban missile crisis, the Vietnam War, the US nuclear strategy, current RMA doctrines, and counterinsurgency, among other things.

The articles collectively present the view that even in an age of nuclear weapons and "war between people", the punitive threat and the use of armed force are unable to maintain control over a relatively equal force. It can only be effective when there is enormous superiority in the means of armed force concentrated in one political power. It also included an article on Clausewitz by a senior military officer (the author's father) supporting conceptual and practical distinction between the military and police uses of armed force..
