This review of the controversial role played by Emperor Hirohito during the Pacific War gives particular attention to the question: If the Emperor could not stop Japan from engaging in a war with Allied forces in 1941, why could he play a decisive role in ending the war? The war in 1945? Based on previously unavailable primary sources, Noriko Kawamura followed Hirohito's work from the late 1920s until the end of the war, to decipher Hirohito's role in Japan's expansion. Emperor Hirohito appears as a disputed man who fought throughout the war to deal with the undefined powers that gave him a king, often manipulating the contradictory positions and irreconcilable differences advocated by his subordinates.

Kuamura shows that he was by no means a pacifist, but he did not support the reckless wars advocated by Japanese military leaders.
