Military intervention in political affairs has always been common in Latin America, and the birth of modern democracy in many countries does not raise the concern that military leaders will refuse to submit to civil authority. One of the hallmarks of progress is the military's willingness to work through democratic institutions in Argentina, a country with a long history of militarism.

This book examines the impact of institutions on policy implementation in Argentina between 1983 and 1995, revealing that policies can succeed despite military resistance. To explain how Argentina's new policy works, David Pune-Berlin draws on archival sources and interviews with 100 civilian and military figures from presidential advisers and members of Congress to senior officers from all branches of the military to show how programs can be discussed by political actors and how power is distributed across Many institutions. Pune explains how Argentinian democratic institutions mediate in the different interests of civil and military authorities in some cases to determine whether soldiers succeed in defeating the policies they oppose.
